December 7, 1990 the Verkhovna Rada of the Ukrainian SSR, the Law "On the local councils of people's deputies of the Ukrainian SSR and local government." Since December 7 marks the Day of the local self-government — the professional holiday of all who work in the village, town, city, district and regional councils, who represents many thousands of people's choices squad.
This is a celebration of the inherent Ukrainians image of social life, which operates on the basis of a self-governing society. It is an old Slavic and ancient Russian tradition that dates back to the times of Kievan Rus'. It is a choice of free citizens who trust their elected representatives and give them power. In the Ukraine, believe that only such power and is a real people — not power over society and the legitimate authority of the society, for society and for the benefit of society.
October 15, 1985 in Strasburg European states was approved international pact called the "European Charter of Local Self-Government» (European Charter of Local Self-Government). This pact has played and continues to play an important role in the development of the classical model of local self-government both in the old and in the new European democracies.
Especially important is the charter for an independent Ukraine, where the institution of local self-government was 70 years are prohibited, and now it is renewed with great effort and problems. July 15, 1997 the Verkhovna Rada of Ukraine ratified the Charter, which, therefore, has become part of national law.
Unfortunately, since Ukraine's ratification of the Charter of legislation on local self-government has not been brought into line with a number of its basic provisions. Certain expectations were placed after the introduction of the Day of Local Self-Government, which was established by Presidential Decree number 1250/2000 of 25 November 2000.
The system of local self-government should meet the holistic needs of a sovereign state. And the day of local self-government could be a real reference point, the legal basis in the rebuilding of a modern model of local self-government in Ukraine.
