1 November in Russia marks the Day of the bailiff as prescribed by the Presidential Decree ? 1019 of September 8, 2009 "On establishing the Day of the bailiff." Literally, the document states:
1. Install a professional holiday — Day of the bailiff and to celebrate it on November 1.
2. This Decree shall enter into force on the date of its signing.
November 6 in 1997 were adopted and entered into force two federal laws — "On Bailiffs" and " On Enforcement Proceedings ". This was a significant event.
For the first time since 1917 the Russian government considered it necessary to make special laws regulating legal relations in the field of enforcement of court decisions and other court orders, creating for their implementation rigidly structured bailiffs.
The first mention of Bailiffs found in the documentary acts during the feudal period of Russia. Then the police officers had much greater powers: able to attract to his work and the police and military units to the same liability for non-judicial solutions was more severe — up to convict her mouth and hard labor.
Thanks judicial reform (1864) was created by the institution of court bailiffs, who survived almost unchanged until the Bolsheviks came to power and was abolished by decree of the Council of People's Commissars of the November 24 1917 year.
