28 January is the International Day of protection of personal data (Data Protection Day). This holiday was established to ensure that network users do not forget about the observance of the rules of conduct on the Internet that help secure their virtual and real life.
The decision to celebrate this date was accepted 26 April in 2006 the Committee of Ministers of the Council of Europe. This date corresponds to the anniversary of the signing of the Convention of the Council of 28 January 1981 "On the Protection of Individuals with regard to Automatic Processing of Personal Data." In some countries this holiday is called the "Day of Privacy».
Convention "On Protection of Individuals with regard to Automatic Processing of Personal Data" is the first binding international instrument for the protection of personal data, which defined the mechanisms of human rights protection respect for his private life, but also provided a definition of "personal data».
The basic principles of the processing and protection of personal data, proposed by the said Convention, have integrity and legality of receiving and processing of personal data, storage of personal data for certain and legitimate purposes and not to use them in a way incompatible with those purposes.
Protection of personal data should be carried out with the use of appropriate security measures, making it impossible to accidental or unauthorized destruction or accidental loss, and prevents unauthorized access, modification and distribution of personal data.
Due to the rapid development of information and telecommunications sector, with the introduction of new technologies, the spread of innovation, globalization and integration processes, the Convention has become the basis for further development of regulation in the field of protection of personal data.
The international community has agreed that the Convention should remain simple, concise and technologically neutral tool, at the same time recognizing the new characteristics of current and future technologies.
Further development is expected to the concept of providing consent to the processing of personal data, the principles of awareness of personal data, the use and dissemination of information about a person, the spread of data in anonymous form, strengthening the institutional capacity of the authorized body for the protection of personal data.
The main areas of improvement of legislation EU in the field of protection of personal data will become easier access to their own personal data, increase the responsibility of the owners and managers of personal data, reducing the risks of dissemination of personal data the Internet, providing greater administrative powers of authorities on the protection of personal data.
